PLANNING BOARD MINUTES-DRAFT
On September 1, 2016 the regular meeting of the Springfield Planning Board was held at the community center.
Present were:

Robin and Travis Morton, Harry Levine, Ken Ostrander, Bill Elsey, Abigail Rood, Andrea Lyon, Mike Marchev, Marietta and Charlie Taylor
Barry called the meeting to order at 7 PM.
Robin Morton said their survey was done on the property off swamp road and they split the 6.52 acres of land in half. The driveway is on the east side and the county is looking at the property for another access road and drainage pipe. A motion was made by Harman and seconded by Hobbie that the project is a Type II Action under SEQRA. Voted, carried, all votes aye.
A motion was made by Harman and seconded by Sikkema to approve the minor subdivision. Voted, carried, all votes aye. The Morton’s paid $10 cash for the plat and were given a receipt by the clerk.
The Glimmerglass Opera project for the removal of the two trailers and the replacement with the additions to the building were discussed again. Abby Rood and Andy Lyon presented the completed maps for the project. Rainwater gutters will be emptying into the existing system. The structure will total 1716 additional square feet. There will be a change to allow buses to turn around in the circle. A building permit will be needed. A motion was made by Hobbie and seconded by Harman to hold a public hearing on October 6th. Voted, carried, all votes aye. The board advised them to notify their neighbors before the hearing.
A motion was made by Hobbie and seconded by Harman that the project is a
Type II Action under SEQRA since the square footage is under 4000. Voted, carried, all votes aye. The $25 application was paid in cash and they were given a receipt by the clerk. The public hearing will be advertised in the Daily Star.
There was some discussion about replacing two trailers on the Public Landing Road and building a small house on the footprint of an old house that used to exist in the same area. The property is owned by Janine Fancher.
Sheri Falcone read the land use report aloud. The Westerman property is on County Route 53.
Mike Marchev, owner of property on Griggs Road, asked questions about further subdivision, parent parcels, waiving perc tests, surveys, etc. and he wanted to know what triggered the minor and major subdivision classifications. He might be interested in dividing his property further at a later date and was told to call Barry to be put on the agenda.
A motion was made by Sikkema and seconded by Harman to approve the minutes for the August meeting. Voted, carried, all votes aye.
The property on the Public Landing Road owned by Janine Fancher is tax map number 41.00-2-17.00. Marietta Taylor, representing Ed Bello, contractor, said they want to take the gravel pad and make it into a foundation 14x24 which is less than the footprint. There is already an existing well and septic and the people are only here for two months in the summer. The board members told them to go to the county and get a building permit.
Levine commented that the draft land use meeting on the 29th was a very successful one. Elsey said most of the comments were positive. One person felt that the regulations weren’t necessary but most people supported them but had a few minor questions.
There has been no word from Mike Molloy on the engineer’s report about the eroding condition of the driveway to his house.
The Hickory Grove project was discussed. Elsey is receiving updates and we remain as an interested party. Pedestrian traffic on Route 80 and lake access are expected to be big problems. Some of the Springfield residents use the same lake access so we need to remain concerned from that standpoint.
A motion was made by Harman and seconded by Hobbie to adjourn the meeting at 7:45 PM.
