PLANNING BOARD MINUTES-DRAFT

 

On October 6, 2016 the regular meeting of the Springfield Planning Board was held at the community center.

 

Present were:

Fred Culbert, Sue Goettel, Phil Goettel, Sherri Falcone. Harry Levine, Andrea Lyon, Abby Rood, Jim Zaengle, Mary T. Clarke Zaengle, Gail Buel, Michelle Kennedy

 

Harman, sitting in for Priscilla Barry, called the meeting to order at 7 PM.

 

The minutes could not be approved because Freeland was absent at the September meeting and there wasn’t enough other members to pass them.

 

Harman called for a motion to close the regular meeting and open the public hearing on the Glimmerglass Opera project.  The intention is to renovate the opera building to accommodate offices inside the building and remove the trailers that exist there now. Sikkema made the motion and Freeland seconded it. Voted, carried, all votes aye. 

There were no comments during the public hearing.

A motion was made by Freeland and seconded by Sikkema to close the public hearing and re-open the regular meeting, Voted, carried, all votes aye.

A motion was made by Sikkema and seconded by Freeland to approve the Opera project.  Voted, carried, all votes aye.

 

The library expansion was discussed.  Gail Buel presented a map showing the plan to break through the adjacent wall into the art room and to add a handicapped restroom.  New York State will pay for 75% of the expense for the project and the Springfield Library Association will pay for the other 25%. Buel said the library has received approval from the town board to move forward on the project.  All they need to do now is obtain a building permit.  The town planning board has no jurisdiction over the matter and there will be no change in the footprint. Buel said she is going to be the project manager during the construction.

 

James Zaengle, representing the Clarke Family, wants to subdivide 39 acres of wooded and tilled fields on Mill Road into two parcels.  A motion was made by Sikkema and seconded by Freeland to accept the application as a minor subdivision.  Voted, carried, all votes aye. Next month the parties will bring in all the required materials for consideration.

 

Although the Waterpoint subdivision was on the agenda, no one came to the meeting to represent them.

 

The land use report was read aloud by Sherri Falcone. (Enclosed)  The report was accepted by the chairman and board members.

 

Phil and Susan Goettel of Glimmerglass Antiques on Route 80, Springfield Center, expressed their concerns about the subdivision of 27 acres of Waterpoint land behind their property since they own approximately three acres of land on the other side of Hayden Creek.  The land is classified as agricultural, and they are contiguous neighbors.  Harman suggested that they put all their concerns in writing and return them to Priscilla Barry ASAP.

 

There was no other public comment.

 

A motion was made by Freeland and seconded by Sikkema to adjourn the meeting at 7:45 PM.  Voted, carried, all votes aye.
