PLANNING BOARD MEETING-DRAFT
On February 2, 2017 the regular meeting of the Springfield Planning Board was held at the community center.

Sikkema called the meeting to order at 7 PM.
Horst Schanz, who resides at 415 County Highway 27, Richfield Springs, NY, Town of Springfield said he plans to subdivide approximately 33 acres of land on the East side of County Route 27 into two parcels. Kennedy advised him to get a subdivision application from Assessor, Sherri Falcone. He stated that he has already had a perk test done. He was further directed to bring a survey of the property to the next meeting and to fill out part one of the EAF short form. The board will fill out part two and a public hearing will be scheduled. The process usually takes about two months.
A motion was made by Freeland and seconded by Barry to approve the minutes from the January 2017 meeting. Voted, carried, all votes aye.
Sikkema said that she received a letter from Cypress Creek Renewables. They inquired about the regulations that were in effect in the Town of Springfield regarding solar farms. A reference was made to 4978 US Highway 20.
There was no land use activity, so, no monthly report was provided by Falcone.
Elsey commented that the town board made some progress at the last workshop on land use. Expansion of the hamlets and overlays on County Routes 29A in Springfield Center and 31, South to Piersall Road in East Springfield were established. He is hoping to set a date for the first public hearing at the next town board meeting. After the SEQRA review is done at the first hearing, and revisions are made, another public hearing will be scheduled. Elsey said he would post the latest draft on-line February 3rd.
A motion was made by Barry and seconded by Freeland to adjourn the meeting at 7:14 PM. Voted, carried, all votes aye.
