PLANNING BOARD MINUTES-DRAFT
On April 6, 2017 the regular meeting of the Springfield Planning Board was held at the community center.

Sikkema called the meeting to order at 7 PM.
She then read the advertisement, written by Kennedy, for the public hearing on the Lake N Pines project aloud.
The clerk remarked that the ad said she had copies of the application on file in her office, when she had none. Kennedy said the supervisor had copies that were available.
A motion was made by Barry and seconded by Hobbie to close the regular meeting and open the public hearing on the Lake and Pines application. Voted, carried, all votes aye.
Hyde Clarke gave a brief description of the project saying that it was a Type II Action that had little impact on the environment. The manager’s cottage near the lake will be torn down and replaced by a new house and garage away from the lake, near the highway, and a new pump house will be placed at ground level on that sight with storage in the remaining area and a deck and roof placed on top of the remaining structure as a recreational element. The leech field will remain but the septic there will be drained and filled with sand and abandoned. A new septic and well and driveway will be placed near the new building and several trees will be removed.
No public comments were made.

Kennedy read a letter from David Brennan aloud.
A motion was made by Hobbie and seconded by Barry to close the public hearing and open the regular meeting. Voted, carried, all votes aye.
There was much discussion about various aspects of the project. Archeological considerations were not discussed again. A motion was made by Hobbie and seconded by Freeland that the board was OK with the house structure and it would accepted with the following conditions: replanting of trees and other vegetation, no further tourist accommodations would be allowed in either the old manager’s cottage or the new house, the new well, septic and filtration system was necessary and the pump house would be moved. After the Certificate of Occupancy is granted for the new house, Barton has 30 days to tear down the manager’s cottage. The materials used must be held to the representations given in the original design. Voted, carried, all votes aye.
The additional garage and driveway was then discussed. After much consideration, a motion was made by Hobbie and seconded by Freeland to allow the two-stall garage at a size no greater than 30x24 square feet and to minimize the asphalt and run-off by using a 24’ hour glass driveway. Materials used must be consistent with the historic district such as cedar siding, asphalt shingles and carriage doors. Voted, carried, all votes aye.
Falcone read the land use report aloud. The clerk requested a copy for the minute book since she didn’t receive one.
The minutes couldn’t be voted on again because the proper members weren’t present.
The Molloy driveway on Route 80 was addressed. Barry said it was agreed that Molloy would clean up the debris and washed out driveway last year. Many trees have been removed at the site. Tony Gentile from the County Code Office will be contacted and asked to attend to the matter.
A motion was made by Barry and seconded by Hobbie to adjourn the meeting at 8:32 PM. Voted, carried, all votes aye.
