PLANNING BOARD MINUTES-DRAFT
On September 7, 2017 the regular meeting of the Springfield Planning Board was held at the community center.
Present were: Laura Sikkema, Priscilla Barry, Gretchen Sorin, Rob Freeland Jeannette Armstrong, Michelle Kennedy
Guests: Horst Schanz, Harry Levine, Regina Oakes, Bill Elsey
Sikkema called the meeting to order at 7 PM. A motion was made by Barry and seconded by Freeland to close the regular meeting and open the public hearing on the Schanz subdivision. Voted, carried, all votes aye. There were no comments. A motion was made by Barry and seconded by Sorin to close the public hearing and open the regular meeting. Voted, carried, all votes aye.
Schanz’s address is 415 County Route 27, Richfield Springs, NY 13439.
Part I had already been presented with the application. Kennedy led the review of the short EAF. According to the responses by the board, a negative declaration was indicated. A motion was made by Barry and seconded by Sorin to declare the negative declaration. Voted, carried, all votes aye. A motion was made by Sorin and seconded by Freeland to recommend approval of the subdivision. Voted, carried, all votes aye.
Schanz paid the clerk $10.00 for each platt fee for a total of $20.00 and was given a receipt. (check # 7993)
Sikkema then read the land use report aloud. (enclosed) It was undetermined where the Leentjes permit for a foundation was located.
A certificate of insurance was filed with the clerk by Verizon.
Sikkema discussed the budget allocation sheet she received from Elsey. Expenses for education, a sound system and microphone were all discussed. In keeping with the grant plans, women are supposed to begin classifying the records for the town, beginning October 16th.
There was discussion about having someone teach about zoning to Falcone and planning board members.
A motion was made by Freeland and seconded by Sikkema to approve the August minutes and the minutes by Sorin for July. Voted, carried, all votes aye.
Sorin attended the two-hour SEQRA training and was granted a certificate. It was given to the town clerk for filing.
A motion was made by Sorin and seconded by Freeland to adjourn the meeting at 7:30 PM. Voted, carried, all votes aye.
