PLANNING BOARD MINUTES-DRAFT

 

On October 5, 2017 the regular meeting of the Springfield Planning Board was held at the community center.

 

Present were:

Laura Sikkema, Rob Freeland, Gretchen Sorin

Jeannette Armstrong, Michelle Kennedy, Sherri Falcone

 

Guests:

Harry Levine, Regina Oakes and George and Tina Macaluso,

Dennis Laughlin, Esq., Attorney for Tracy Law Office, Cherry Valley

 

Sikkema called the meeting to order at 7:05 PM.

 

A motion was made by Freeland and seconded by Sorin to open the meeting for public comment.  Voted, carried, all votes aye.

 

Laughlin was not on the agenda but he described plans made by John and Jean Deis to expand the lot lines around the parcel they presently own.  There is a problem with road frontage and lot size according to the new zoning law. A variance might be requested but the town only has one ZBA officer at present.  It is expected that the Town Board will make a decision on the ZBA appointments soon.  Laughlin will come to the next meeting in November.

 

The Macalusos, owners of the Meadowlark Inn in East Springfield, would like to expand their living quarters so they could live at the Inn full time.  They were advised to first meet with the zoning officer about their project since they weren’t on the agenda either.  There is confusion with the commercial Route 20 overlay and the East Springfield hamlet, since the property is situated in both areas.  Road frontage, setbacks, minimum acreage, and variances from the ZBA were discussed.  They need to bring a professionally designed plan to the next meeting.

 

A motion was made by Freeland and seconded by Sorin to close the public comment and open the regular meeting.  Voted, carried, all votes aye.

 

Falcone commented on the Leentjes project and read the remaining items on the land use permits list aloud. (Enclosed)

 

Doug Hallberg will come to the meeting next month and his attorney will discuss converting a shed to a camp on his parcel off Route 80, next to the old Indian Village on Pine Ridge Road, Cooperstown.  There is no well or septic on the premises.  The county code officer is working with Hallberg on the washed out driveway.  His application must be complete before he comes to the next planning board meeting.  All applicants must give a ten-day notice to be placed on the agenda for the month. 

 

A motion was made by Sorin and seconded by Freeland to approve the minutes of the September meeting.  Voted, carried, all votes aye.

 

A motion was made by Sorin and seconded by Freeland to adjourn the meeting at

7:45 PM.  Voted, carried, all votes aye.

 

Michelle Kennedy remained with the board members for a brief training session after the meeting.
